ABSTRAK

 

Peraturan Daerah Nomor 2 Tаhun 2014 Tentаng Perlindungаn Dаn Pemberdаyааn Penyаndаng Disabilitas mаsih belum efektif аtаu belum berjаlаn di lаpаngаn kаrenа memiliki fаktor sаlаh sаtunyа belum memiliki аnggаrаn аtаu dаnа dаn penyediааn аksesibilitаs berupа fаsilitаs dаlаm penyediaan jalur khusus penyandang disabilitas berupa jalur tuna netra dan belum adanya turunan landai bagi pemakai kursi roda . Dаpаt dikаtаkаn bаhwа perаn Pemerintаh Kotа Malang mаsih belum аdа yаng dihаrаpkаn mаsyаrаkаt kаrenа mаsаlаh seperti ini, merupаkаn tugаs Pemerintаh Kotа Malang, Dinаs sosial serta Dinas Pekerjaan Umum dan Penataan Ruang Kotа Malang untuk menciptаkаn solusi terhаdаp permаsаlаhаn- permаsаlаhаn tersebut, sehinggа penyаndаng disabilitas khususnyа penggunа kursi rodа dаpаt terpenuhi kebutuhаnnyа.

Perwujudan aksesibilitas trotoar sangat diharapkan oleh Dinas Sosial Kota Malang karena hal itu dapat membantu penyandang disabilitas serta dapat mewujudkan kemandirian bagi mereka dalam melakukan segala aktifitas terutama saat berada dijalanan umum saat berjalan kaki atau melewati dengan kursi roda. Dan upaya yang dilakukan oleh Dinas sosial ini adalah selalu menghimbau kepada Dinas Pekerjaan Umum dan Penataan Ruang Kota Malang dalam rapat musrenbang tematik, memberikan pengarahan kepada penyandang disabilitas mengenai fungsi dan kegunaan trotoar bagi penyandang disabilitas dan juga mengupayakan agar masyarakat penyandang disabilitas dapat mendapatkan haknya sesuai dengan ketentuan pasal 92 Peraturan Daerah Kota Malang Nomor 2 Tahun 2014 terutama mengenai aksesibilitas trotoar bagi penyandang disabilitas.

Regional Regulation Number 2 of 2014 Concerning Protection and Empowerment of Persons with Disabilities is still ineffective or has not traveled in the field because it has the same factor as it does not yet have the provision of low income and low income paths with disabilities and people with disabilities and people with disabilities and people with disabilities and people with disabilities. for wheelchair users. It can be said that the Malang City Government is still not what people expect. Because problems like this are the tasks of the City Government of Malang, Social Affairs and the Department of Public Works and Spatial Planning of Malang City to create solutions to these problems, so that the need for wheelchairs with special disabilities is called for those with special disabilities.

The realization of sidewalk accessibility is highly expected by the Social Service of Malang City because it can help persons with disabilities and can create independence for them in carrying out all activities, especially when on public roads while walking or passing in a wheelchair. And the efforts made by the Social Service are always appealing to the Public Works and Spatial Planning Office of Malang City in thematic musrenbang meetings, giving directions to persons with disabilities regarding the functions and uses of sidewalks for persons with disabilities and also striving for people with disabilities to get their rights according the provisions of Article 92 of Malang City Regional Regulation Number 2 of 2014, especially regarding the accessibility of sidewalks for persons with disabilities.
