Abstrak
Latar belakang dari penelitian ini adalah adanya ketidakefektifan terkait pelaksanaan pasal 186 ayat (2) Peraturan Daerah no. 1 tahun 2012 tentang bangunan gedung terkait relokasi bangunan gedung di Kota Malang. Salah satu pemukiman di Kota Malang adalah kampung Warna-warni yang terletak di Kelurahan Jodipan, Kecamatan Blimbing, Kota Malang. Fenomena yang terjadi bahwa kampung tersebut terletak di bantaran sungai, di bawah jembatan rel kereta api, dan pasar loak yang kumuh yang sekarang menjadi perbincangan dan salah satu tujuan wisata yang mengunjungi Kota Malang hanya untuk ber-selfie di kampung tersebut. Fenomena  yang terjadi adalah tidak satupun bangunan di kampung Warna-warni yang dibongkar oleh pemerintah Kota Malang, sehingga pasal tersebut kurang efektif pelaksanaanya.

Abstract
Background rear of research this is their ineffectiveness related to the implementation of Article 186 paragraph (2) Regulation Region no. 1 year 2012 about the building of buildings related to the relocation of buildings of buildings in the city of Malang. One of the settlements in Malang is the hometown of colors which is located in the Village Jodipan , District of Blimbing , Malang. The phenomenon that occurs that the villages are situated on the banks of the river , at the bottom of the bridge rail train fire , and market flea that slums are now becoming the talk and one of the destinations tourist who visit Malang just to ber- selfie in the village that . The phenomenon that occurs is not a single building in the village colors were dismantled by the government of Malang, so that chapters are less effective implementation.
